Useable items are ones that can be turned into another item. Upon using an item the previous one will disappear and be replaced with another item. This is not the same as a transformable item, which is an item that can continuously be changed as many times as you like. This usually occurs with Monthly Collectables but there are other items that have the same capabilities.
